Metro Vancouver Residential Indoor Wood Burning Stove Bylaw – Effective September 15, 2025
Bylaw Reference: Metro Vancouver Regional District Residential Indoor Wood Burning Stove Emission Regulation Bylaw No. 1303, 2020
Key Rule – Effective September 15, 2025
No person may discharge, or cause, permit or allow the discharge of any air contaminant into the environment from a residential wood burning stove, unless:
- The appliance is being operated outside of the Urban Containment Boundary, subject to declaration and conditions set out in the bylaw.
- The appliance is within the Urban Containment Boundary AND:
The appliance is eligible for registration under Part 4 and has been registered in compliance with Part 3, or
The appliance is not eligible for registration but is being operated within a low-income household.
What “eligible for registration” means (Schedule A)
Appliances are eligible if they are certified (CSA or US standard) Air Tight Fireplace Insert/Wood Burning Stove or the owner provides evidence that the appliance’s particulate matter emission rate does not exceed 4.5 grams per hour.
- Seasonal Prohibition (already in effect)
No indoor wood burning stove is permitted from May 15 to September 15 each year, with limited exceptions (such as sole source of heat or off-grid households).
- Registration Requirement
- Appliances eligible under Schedule A must be registered.
- Model & Serial Number must be provided at the time of registration.
- If located within the Urban Containment Boundary, registration is mandatory.
- Registration is free and requires a declaration form submitted to Metro Vancouver.
- Registration confirms that the device meets low-emission standards and may continue to be used after September 15, 2025.
- Exceptions & Allowances
- Low-income households: May continue operating non-certified appliances if they meet bylaw criteria.
- Outside the Urban Containment Boundary: Appliances may be used, but owners must file a declaration.
- Enforcement & Penalties
- Operating a non-compliant or unregistered wood-burning stove after September 15, 2025, within the Urban Containment Boundary, is a bylaw offence.
- Violations are subject to fines and enforcement under Part 6 of Bylaw 1303.
